Birds and ground feeders

To avoid making mess on the ground and possibly getting sick birds from moldy seeds, I setup a tray feeder on the ground with raised legs, but so far I notice the birds are not so fond of it. Junco and mourning doves come but then eat at the spillovers from the tray feeder. The only exception seems to be the cardinal, the dreaded house sparrows, and of course the squirrels.

Do anyone out there have the same experience. May be they don't like watching on the mesh. The feeder actually has better safety than the hanging tub feeder. It's actually under a canopy of trees. Hawks will have trouble getting to it. May be it takes time to get used to it.
