Mom building new nest when babies not fledged yet

Hello:

I am in CO and have bluebirds every year in my nestbox for the last 4-5 years. They always started a bit late and always only had one brood. I buy about 10,000 mealworms each year to help them out.

My current blue babies are 20 days old. I see them poking their heads through the hole this morning. But the Mom is taking straws and going into the box, apparently building another nest. I saw this with my bionocular very clearly. Is this normal? Should I open the box and see what's going on inside?

Last year, they didn't fledge at 21 days. I got a little concerned and opened the box, all 5 full-grown babies flew out. They continued stayed around my property for mealworms for a long time. So opening the box and letting them fly out didn't hurt them. Should I do it now too?

Thanks for any thoughs?
