Are Blue Jays fraidy cat?

I always thought Blue Jays are bully birds, but the ones that show up in my yard appears to be fraidy cats. I have setup a tray feeder filled with sunflower seed and peanuts about 12 feet from the tree. The blue jay appears to be too afraid to leave the cover of the tree to get to it. In the mean time, we are getting cardinals, grackles, red wing black birds and several woodpecker are dropping to the tray feeder to eat it.

The blue jay in the mean time wanders within the tree cover, only getting at the corn that's fallen underneath the tree. They do that every year.

What's with the birds?
