Strange Wild Turkey Behavior

We live in Central Florida and are surrounded by woodland. We fenced the property in with field fence in late 2010. Last Spring I noticed a large (I believe it was a male) turkey pacing back and forth, back and forth on the outside of the fence-line for hours. This Spring I've seen the same behavior. I know that turkeys are able to fly and wondering why it just doesn't fly over the fence if it wants to come onto the property. We cleared about 10 feet all along the fence-line in order to keep this area clear to navigate to the back of the property with a vehicle in case of fire or other emergency. I know that turkeys like to pick clearings next to the woods to navigate in. Just wondering why the pacing - has the fence interfered with a long-standing migration pattern??
