Preparing a flower bed for next spring

We worked so hard on the back yard this spring that we ran out of time, money and energy before we got to the beds in front of the house. We did till a couple of times, and although that loosened the dirt, it did nothing to kill the weeds. In fact, I think it encouraged them. I would like to prepare the beds now for planting in the spring, but am confused about what to do. Since this is the front of the house, I would like the beds to not be too unsightly over the next nine months. We bought a bunch of native hardwood mulch that was on sale, so I am wondering if I can just lay down newspaper and cover with hardwood mulch to kil the weeds. What I am confused about is whether the mulch will be ok in the dirt when it comes time to plant in the spring or if I will have to scrape it all up then. Any thoughts?
