Late blight question

Can late blight affect the stem of plant only, without showing the tell tale signs on foliage?

The reason i ask is because i noticed one plant grown in-ground that is showing what i'm pretty sure is late blight. I also just noticed 1 stem on one of my 5gal SWB grown plants has wilted. After carefull examination i found a gray area on the stem that was dry and hollow but no signs on the foliage. This got me to examine the whole garden and to my dismay i found 2 containers of petunias with similar symptoms; a few stems on each plant have turned gray and dried just above the soil line.

I know petunias can share some diseases with toms.

I'm quite sure though none of this infection is due to my soil as i used fresh pro-mix in my containers and my garden soil never had any diseases i also didn't purchase any plants.

Am i on the right path thinking this is all caused by the same pathogen or could i possibly have 2 different ones?

Ughhhhh.
