Is anyone certified as Texas Wildscape?

Went to a meeting last night where the speaker talked about creating bird & butterfly gardens & she mentioned the Texas Wildscape program. I just looked at their website & there are quite a few plants on their "invasives" list that I have in my yard & see at the nursery on a regular basis - Nandina, Eleagnus, Photinia.

The Photinia is in my neighbor's yard along our shared lot line. I like the Eleagnus because it grows fast & covers the chain link fence & best of all, the neighbor's dog can't jump over it. Would having it (I actually have scattered about) make me ineligible for the program?
