Dragonflies - do you really need a pond for them to come?

We want to attract them along with bats to the property to control the mosquito and blackfly problem.

Someone said there are plants out there that they LOVE but I don't want to have a pond put in or any water. We currently don't have water source, other than the river which is 2km away and we get lots of them around in summer but I was hoping certain plants attracted them more and I could increase the population around my property.

Does anyone know of any non water or non marginal plants?
