Starting Seeds Indoors? Forcing Blooms Early?

im thinking ahead to next year because we are putting our house up for sale in the early spring.

i have a picket fence that i always plant morning glories & four o'clocks along. but they dont get big & cover the fence til late may/june (maybe even later)

so is it possible to start these indoors (say in january or so) & have them get big enough so that i can set them out in late march / early april?

it seems that these grow better when i just scatter the seeds in the ground. when i try to start them in trays, they only get so big then it seems like they stop growing til i put them in the ground. am i doing something wrong?
