Paper mulch / Row covers -- Good for Tomatos?

Need advice about timing to plant out, and whether use of paper mulch and/or floating row covers allow me to plant out earlier.

My plants are btwn 8 - 15 inches now, still looking in good condition re roots, not tipping over, etc. They're spending most days outdoors, though not when it's very windy or below mid 50s. Their bed is ready, with drip irrigation in place.

Ave last frost here is April 20 - 30, so it's close to time. Forecast is not overly hot though for next 10 days: Daytime highs from high 50s to mid 70s, nightime lows down to high 40s.

If I put down the black paper mulch (trade name "Planters Paper" that I'm trying for first time this year) and/or use light floating row covers, can I go ahead?

Anyone have any experience using these season extenders for tomatos? Does the black paper risk making it too hot during the hot part of summer?
