Tomato Trouble -- Stunted Growth

Hello all. I started several different varieties of heirloom tomatoes from seed and transplanted them in the garden on March 7. I'm just outside of Houston in Sugar Land. I planted Lime Green Salad, Morning Sun, and Red Zebra.

A month later they aren't doing much. The biggest one has only grown to about 6 inches tall, if that. The others are about 4 inches tall.

Last year I grew heirloom tomatoes and they took off until the fire ants showed up and I didn't know what to do about them (this year I do) so I pulled the whole garden. But they did grow really well last year and got about two feet tall before I pulled them. This year's plants just aren't growing fast at all.

Did I plant too early? Should I pull them and re-seed directly in the garden? Any advice?
