Raising a dozen toms under CFLs for a few weeks

The local Home Depot equivalent has two 22W (100W equivalent) 6400K CFL Bulbs in the below fixture for ~$15. The equivalent shop light type fixture (including 2 bulbs) costs ~$45.

I'm bringing up about a dozen seedlings until they're old enough to harden off, so not more than a few weeks. As I understand it seedlings don't care too much about what kind of light they get if it's for less than 3-4 weeks, even if it's 24hrs of light -- they just need as much raw lumen output as they can get.

So my question, how many of these would I need to buy to bring up a dozen seedlings for a few weeks? One fixture should output 2200 lumens, and I can control the height above my tray. From what I've read I should park the fixture(s) about 1" above my seedlings, sound about right?
