Will seeds planted late catch up to earlier ones?

I planted my main seeds on Feb 18th and a few on the 20th. After some failed to sprout, I ordered new seeds for 3 varieties and just got them today and planted them. I have them on a heat mat to speed germination. I've heard that tomatoes sown later will catch up to the early sown ones? I've also heard that 6" is an ideal height for planting out seedlings? So my later-sown toms will be closer to ideal size when planting out, and the earlier ones will be getting ready to show their buds. Is it true that the later ones will catch up as far as production is concerned?
