Pooling is what I was thinking. You can't let that happen. You either need to dredge out a drain away from that area or raise it up. Pooling will kill the grass and some of the microbes in the soil. You'll be left with an area that will only grow swamp grasses like nutsedge. What happens when you stick a screwdriver into the soil there? Is it hard or mushy?

The tomatoes drying up and dieing sounds like wilt, and this has been a bad year for it here on Long Island. Too much rain/moisture makes it worse, and the black spotting on your peppers sounds like a bacteria, which also is helped by too much moisture. Nsxt year, you might want to plant wilt resistant varieties, rotate your planting, and use a thick organic mulch to regulate the moisture and prevent weeds. How are they doing now? This looks like bacterial speck to me. It is odd though that you would have it only 1 week after putting out your tomatoes. Did you grow them from seed or purchase starters? Has it been cool and wet where you are? Bacterial speck prefers those conditions. This early in the season it would more likely be insect damage - maybe someone else can chime in with another opinion.
