You could try to trench around it and divert/control the drainage... not really sure what else you could try.

P.S. be careful when you are working on that side of the garden that you don't take a dive off the cliff into the river... :/

A liner in your raised bed can cause the soil in there to get too mushy. Diverting the water that seeps out seems like a better solution for your vegetables and your hillside.

Ive personally never done anything like that myself. Maybe look in to some type of simple french drain of sorts, im sure if you google it you'll get tons of ideas. I think the big box stores usually carry ready made french drains that you just dig a trench for, put in place and bury...

I like your idea of diverting to a rain barrel, but it would have to sit downslope of the garden and you would have to pump the water back up when you want to use it.

Why don't you plant some small shrubs, like dwarf boxwoods or something? The roots will help hold the soil together, preventing erosion and will use up the drainage water, preventing it from going to waste... just another thought.

Interesting... maybe I can plant them on the side near the slope but still plant veggies in the rest. I looked up french drains and it looks totally doable as well, although we would need to pump the rain water back up like you said (need to do another google search on that one!). Leedee, I was suggesting you plant the shrubs outside the raised bed along the slope, where the drainage may cause an erosion problem. That way you still have the whole bed for your veggies, I was thinking a dwarf species so they won't shade anything out in your veggie garden :)

Not really sure about shrubs that do well in shade, but I'm sure there are some... Perhaps some hostas would do the trick? I believe they do quite well in shade, are perennial, and would not grow tall and shade out your veggies in the raised bed.

I do have some extra Hostas in my yard that I need to move, maybe I'll give that a try. Thanks for the help!
