Creating a new rose bed from scratch

Hey folks, for a few months I've been playing with the idea of adding a new front yard bed.

The area isn't irrigated yet and is just bare ground with mulch on it. I thought I'd do an initial scale drawing of what I want and ask the landscaper to do an irrigation plan drawing based on that, and then I can get HOA approval for it (though I'm sure they'll approve it...)

My zone is 9/10 inland SoCal, SW 18, alkaline clay.

I was thinking of a relatively long/thin bed, since it's to the side of my driveway, there's not a huge amount of space, but there's enough for a mostly Hybrid Tea or "not huge" rose bed. I've seen others in my neighborhood do the same thing.

I was thinking that I could just have some sort of edge put in... but should I have them do it as a raise bed to improve drainage?

Is there anything I should consider before I plan this and approach the landscaper?

I'm hoping to keep it mostly to rapid rebloomers and/or ones that make good cut flowers.
