Question about about 1st year rooted cuttings.

I rooted a bunch of cuttings this year and I have an important question that I need an answer to. I had someone on another forum tell me that first year rooted cuttings should not be allowed to go dormant because I may not get as many flowers and growth this spring.

Is this true? I thought that the best thing would be to let them go dormant until spring. Now, I just stripped off there leaves and put them under my plant table. I don't plan on letting them stay dormant until my spring in NY starts. My plumerias normally start growing around February even if I don't water them.

Can someone PLEASE give me some suggestions? I probobly could have a few of them growing thru the winter but I have so many tropicals and tropical fruit trees that have to have be under my 600 watt HID light. I am keeping my dwarf singapore pink and my pudica going.
