Too tall? Chop it off?

I have a plumeria that I grew from about an 8-inch cutting my dearly departed FIL gave me when he went to Hawaii, and I've been nursing this thing along for 3 years. It is very unhappy during the winter months (inside under full spectrum lighting) but loves our hot, humid summers, and this year it finally bloomed. Below is a pic of one of the blooms.

The plant is about 3' tall and looks like a palm tree, with a very long, bare stalk, then a cluster of gorgeous leaves and now the blooms. It looks like it is going to split now as well. Can I cut off the top and pot that, and expect the bare stalk to grow leaves? Do I wait until next spring to do such a thing?
