some thoughts after a recent rain storm

it rained pretty hard here on friday. like 4-5" hard. the funny thing is, I went out the next day and a bunch of plants that hadn't yet set any pods all had a bunch of new pods on them. a wonderful discovery to say the least.

but this leads me to draw a few possible conclusions about why they'd previously not been setting pods:

1. I'm under watering
2. the plants just really don't like tampa city water.
3. my soil had high TDS
4. peppers just really like rain water
5. it's been too hot out (upper 80s) and they liked the cloudy days (unlikely)
6. I'm too big of an idiot to realize I missed some obvious answer.

can anyone help me shed some light on this mystery?
