Preventing SVB, Squash Bug, Cuke Beetles Next Year

I have been overrun with these bugs this year and would like to see if some of you may offer a CONCISE set of suggestions for minimizing population, spread and plant loss next year. I will be tilling in my garden this fall after removing all plants that have been at all infected. I am most concerned with overwintering of the svb and squash bug.

So - what steps does one take to prevent another disastrous season?

(rather than paragraphs that get rather lengthy, I am looking for something along the lines of

1. remove all plants

2. till ground

3. add ??? to soil

4. do ??? to kill remaining svb's in soil

at first sign next year

1. spray with ???

etc etc

simple and effective please :)
