Request help for my pygmy date palm

We purchased a pygmy date palm last summer about this time and planted it in our driveway circle. Since we are a bit north of where they should be, we wrapped, lighted, covered and heated the plant through some of the cold winter nights we had last year.

So far, the leaves have been coming out but the picture shows how far they have grown since spring. We have fertilized with osmocote at the beginning of the summer and a little bit a week ago. The fronds are growing so slow that at this rate, frost will come before the fronds finish coming out.

I'm wondering if the longer the plant is in his spot, the more happy he'll be and then grow faster?

Any ideas? I hate to have this palm be three stubs almost the whole year. I know we've pushed the limit on thrivability so maybe that has somethign to do with it?
