Please help me troubleshoot - greying leaves

New to the forums and to planting peppers. Had a lot of trouble last year. My batch this year germinated pretty well, but some of my varieties have leaves that seem to be 'greying' a bit. Also, I have had some leaves get white spots that seem to grow and eat away the leaves to a transparent spot and then a hole in the leaf.

I transplanted the seedlings into plastic cups a few weeks ago. I'm usuing Miracle Grow seed starting soil. I have started to harden off a few hours in the day when the weather is nice, but otherwise had them under a grow light to start. This past week I was out of town, so I left them in a windowsill. Today they got a good dose of sun outside and the greying seemed to get worse. I have watered only when dry, and only once used a very highly diluted fertilizer two weeks ago.

I've had about 3 out of 40 plants that suddenly shriveled up and fell over. Those are goners now.

Here's what I planted and how they seem to be doing:

Island Mulato - good and green, growing well

Yellow Horn -- Good and green, growing well

Golden Habanero - didn't germinate well, and starting to get some greying

Bhut Jolokia - just starting to get some browning or greying

Butch T -- have had some white spots and also is greying

Mustard Hab - growing well but leaves are getting a white or grey hue, almost transparent looking

Any ideas? Is this what damping off is?
