Dividing perennials the first year

I have all new plants in my yard, including shrubs and perennials. Can I divide perennials in their first year and are the following all okay to divide and is the fall the right time for them to be divided:

moonbeam coreopsis

magnum echinacea

happy returns daylily

stella d'oro daylily

yarrow

hosta

heuchera

lamium

lamiastratum

agastache

Also, I have been handpicking Japanese beetles off the heuchera and lamium. I found 8 during the day and only 2 at night, digging my way all around the plant and actually taking the heuchera out of the ground and bringing it inside the house to look more closely. Anything else I can do? Handpicking is tough going.

Also, I found spider mites on my dogwood elegantissima. I must say it is discouraging to get pests and diseases after all your hard work and investment of money and time. I tried hosing them off this morning and I guess I'll continue to do that to avoid insecticides. Any other suggestions?
