Cover crops for flower beds?

The website of the Portland Nursery recommends planting cover crops for the winter to improve the soil, and to prevent the rains from compacting the soil. It then says the cover crop can be tilled under in the spring.

I'm wondering if experienced gardeners really do this. If so, how late in the year can you do this effectively -- my flowers are still robust. Can you just sow seed directly on the ground? And is there anything you like to plant that doesn't require tilling or spading next spring when you convert it back to flowers?
