Full sun groundcover for a ditch?

We have a couple of pretty ugly ditches in front of our house filled with the usual grass and weeds. I'd like to be able to stop weed whacking them every month and put something in them that looks less terrible but isn't completely invasive. Also, how do I go about killing the weeds without having the police called on me? I've considered sneaking out there at night and spraying roundup. I have about 50 feet of ditch so pulling plants isn't really much of an option. I was thinking thyme, but SWGB suggests that there's an evergreen honeysuckle vine that does ok on the ground? I guess my main concern is that it be drought tolerant but also able to deal with the near constant trickle of water throughout the winter that we have in the Seattle area.
