pine bark mulch affecting soil analysis

I decided to start another thread since this is almost another topic.

My soil was very high in phosphorus and potassium, and low in nitrogen.

I never fertilized the soil last year, but had a very thick layer of pine bark mulch. Could that pine bark mulch be responsible for the high numbers? Could it contain those products, and leach them way down into the soil?

The OSU agency asked for fertilizer information, but never about mulch. I plant nothing without mulch, and it never occurred to me that the mulch could be responsible. I cannot access anything on line that would address this issue. Do any of you know?
