Is it too late to fertilize perennials?

I like to give my heavy bloomers some scratch-in organic fertilizer when growth starts in the spring. I did the rose and clematis but nothing else. Should I even bother with my daylilies which have buds already? What about those that haven't budded, like cone flowers, hydrangea, and fuchsia? I don't want to go through all the work if it won't benefit the plant.
