Albany, Oregon gardening

Just wondering if anyone can help me out here. I live currently in Colorado but have a chance to relocate to the Albany, Oregon area. Needless to say the fact that it is rumored to be one of the gardening paradises of the universe weighs heavily in whether I choose to move!

Just wondering, it's hard to gather from internet sources, what is the climate really like from a gardening perspective? Obviously irrigation is necessary in the summer, but I'm wondering about the winter. It seems to be listed as zone 8, which of course means there are killing frosts. How frequent are they, really? Can you actually more of less garden year round? A friend who grew up in Oregon said that in Albany you can have roses in bloom all year round. True or wishful nostalgia?

Frankly, the possibilities sound so much greater than what I'm used to that maybe it would be easier to tell me what you can't hope to do rather than what you can?
