Okay, I'm frustrated

I'm a beginning gardener. I come from California where I had just a balcony, not to mention no real seasons. Now I've got Portland's wonderful seasons, but with it plants that I planted last Spring, Summer are probably dead... the thing is, I can't tell and it's driving me nuts ;-) I can't believe how much I lost.

Questions:

3/13/06 Acer palm Osakazuki- bought it as a very small tree. Parts of the branches look grey.

5/7/07 Blue Crown Passionflower- lost all it's leaves and vine is not green, more yellowy brown. Dead?

2/23/08 Actinidia Issai Kiwi when show budding?

4/11/08 Elegans Splendor Camelia- can I pull it out- has buds, but everything is wilted. Should've already bloomed?

6/08 Hydrangea Pan Grandiflora small tree shrub- no buds at all.

6/19/08 I planted a Weigela and a Deutsia and forgot which is which LOL, one hasn't even budded out yet and I'm wondering if it didn't make it. The other has new leaves coming out.

There's more that don't look good, but I am pretty sure they are dead. Penstemon, Jasmine, possible Magnolia...

I am not a happy camper. Any ideas would be appreciated.
