How long do you wait before writing off a perennial?

One of my pulmonaria is blooming (yay!), but the other cultivar doesn't seem to have made it through the winter-- not even one tiny leaf poking up. Should I try digging it up and seeing if there are any roots left? I have a really small gardening space, so I'd like to know where I have spaces to put new stuff, if in fact I do. I have the same question about a coreopsis that looks pretty much dead.

Also, my Buddleia, which I planted last fall, has exactly one green leaf, about the size of a grain of rice. I've heard these can be slow to get started in the spring-- does anybody else have any data points for comparison? This plant had the loveliest flowers late last summer, so I'm really hoping it's okay.
