It's a Lonicera, honeysuckle.

It may be Lonicera hispidula. I'm not up to snuff on California native plants.
The USDA database lists 10 species of Lonicera in California, three of which are not native. You can click on the map of California for each species to see which counties are included in the records.

Carol, I think the plant was found in north carolina.

I missed the pic, but if it was lonicera sempervirens, it is high wildlife value, particularly for hummingbirds.

Dragonfly_dance, it was photographed in California and was most definitely not Lonicera sempervirens which I grow and can readily identify.

If it can grow in north carolina it can definitely grow in california- the northern part has a climate similar to maryland.

This was the first line of the post. It had nothing to do with North Carolina.
The plant was NOT Lonicera sempervirens. It looked like a dead ringer for Lonicera hispidula.
