Need short native plants

Hello,

We're wanting to replant a ditch that runs along a county road. We have killed off everything and would like to plant this fall. Should I first plant an annual rye?

We need the plants to be somewhat short. I've had problems with the county mowing down the patch of wildflowers I planted right infront of my house so I want to make sure they have no excuse as to why they were mowing. I tried planting Crimson clover(not native) in another area along the road but it hasn't done well at all.

Any ideas?
