St paul rules about planting native 'Lawns'

I might continue to live at my house after my dad moves out, I have high fuctioning Autism and Gabe, my pca boss has taked with my dad about making my house into a group home in five or six years down the road.

My question is what are the laws in St paul MN about converting your entire lawn front and back into a pure native planting. I could do wodland natives, prarie natives, ect. I would pick plants that wouldnt look too wild though and arent that invasive. I'm not really one who likes to mow lawns and I'm wondering if natives might be the answer lawns are expensive and in my opinion dont look good.

Are there any numbers I can call?
