Help - worst green beans ever

Planted usual good varieties of bush beans sometime back in May. I'm surprised that these pathetic plants are now producing some actual beans. Nevertheless they are the worst looking plants I've ever seen. Perhaps 3 tiers (max) of smallish leaves - much yellowing and drying out. Shortly after germination all leaves began pointing upward. I've never seen this before. Granted there has been some early Mex bean beetle damage - but I know that well, and it certainly does not account for the total lack of vigor these plants are showing. Have never had problems growing healthy green beans before. Can it be our exceptionally rainy season here in DC? Anything I can do to help them at this point?
