Every old bud died on my Nikko Blue. Why why why?

I planted two Nikko Blues seven years ago. They are beautiful healthy bushes, about five feet tall and lush, however I have only had one flower, ever. Last year I protected them from frost by covering them with straw and burlap. When I unwrapped them very late in the Spring, the buds on the old canes were green and the canes were alive. I was thrilled! However, the buds never opened ; they stayed closed and eventually turned brown and died, as did the canes. There was no frost after I took off the straw. The buds stayed green for three weeks or more but never opened at all. I have beautiful lush bushes again - but all are new canes.

They are destined for the compost heap unless one of you can tell me why those buds died and save their worthless hides.
