Unhappy plants - stunted growth, no blooms, etc.

I have about 9 hydrangea plants in the same area. They were planted about 4 months ago. A couple of them are doing ok and have some blooms (they're macrophylla); however, the majority of them aren't blooming yet and don't look very healthy (woody stems, weak yellowish leaves near bottom of plant, the tips of some of the branches are curled and dried up with no blooms, etc.).

They had some suspicious spots that looked like cercospora, so I treated with a fungicide on a couple of occasions over the last couple of weeks (that's what the whitish drops on the leaves are). The spotting looks better but they're still not looking happy. They receive a fair amount of sun later in the day, but lots of shade and filtered sun in the a.m. I am in zone 9 with clay-soil. Is there a period of adjustment or what can I try?? Here's a link to some pics:
