Hedge needed...fast! please help

The house behind me has gone into forclosure and the bank came yesterday to clean up the yard. In doing so they took out a LOT of the areca palms on their property line and now we can see straight into their yard as well as to the road..ugh! So now we have to put something up and fast. Fence restriction heights are 5ft so not worth it as our house is built up. Now i need help to figure out what is the best plant to use

1. Ficus is no good as we have a pool and I heard that the roots of the ficus wrap around pipes

2. We have a dog so nothing toxic which takes out podocarpus

3. I like Red tip cocplum but i cannot find any taller than 3 ft right away

4. Ligustrums seem invasive?

5. Bamboo needs a LOT of water and i know i will forget

So in an ideal world the plant/shrub will grow fast, be at least 4ft when buying and get to approx 8ft. The yard is sun/shade we are in Miami and would like something drought tolerant and easy to care for. We also don't mind if it is not totally full on the bottom as we can always plant ferns etc in front.

We have about 100ft length to fill

Any advice is much appreciated
