Using wood chip mulch for building soil?

I have a lot of extra wood chip mulch from a tree trimming company. I've read in the UF publication SP103 that wood chip mulch shouldn't be used for vegetable gardens because it will attract pests and is acidic. In my low maintenance gardening book, there is a technique for building soil where you layer newspaper, straw or hay, and compost, and earthworms, then plant some strongly rooted flowers or veggies, and the roots and worms will help everything break down.

So, my question is whether it's a bad idea to try and do this with the wood.chips instead of the hay... Any thoughts?
