Why didn't my loquat flower last year?

I am in Zone 8A but I approximate central florida in my yard due to a PVC pipe/polyethylene heated greenhouse that I build over a section of it in the winter. It stays above 35 even on the coldest nights. I have lemons, grapefruits, etc all fruiting, bananas, pineapples - and - an 8 foot tall loquat.

The loquat has never flowered. It grows fast - about a foot a year - new leaves constantly. Any ideas? The greenhouse didn't go up until November when it was still usually >45 at night with occasional cold snaps to 30. I would just figure if I can grow lemons and key limes here, I SHOULD be able to manage loquats.

Is my tree simply too young?
