Raised bed vegetable questions?

I'm going to put in a raised but this weekend. I know it's getting late in the season but I just bought the house 2 weeks ago. I'll use either landscape timbers or concrete block to make a bed 8 ft by 12 ft. I've removed the sod from about a third of that but its very labor intensive. I'll be dropping 2-3 yards of topsoil this weekend. Depending on what I use to border the bed, I will probably only be able to raise it 6-8 inches. My question is on prepping the rest of the ground. Should I...

1. Drop and spread the dirt and start planting.

2. Till the remaining sod and procede as above.

3. Spread cardboard on the remaining sod and procede as above. Would this leave enough dirt for my plants - tomatoes, okra, squash, bush beans, carrots?
