Call me STUPID! Red mulch, white fungus

Okay, I should have known better than this. I moved to a new place. Front yard had no vegetation, just hard, red mulch. First I moved a sidewalk and on using an edger to cut through the mulch I saw it was held together by a white fungus. Thinking I could cure it, I broke it up, exposed it to the sun and sprayed it with my rose fungicide. Then I put in all my bushes and flowers, and, like a dummy, I added fresh new red mulch. Well surprise, the white stuff is now working its way up. I think I already know the answer, but does anyone know anything I could do to avoid having to take up ALL the mulch and put down new? Would copper spray sink down through and cure it, or whatever? IÂm holding my breath and empty pocketbook waiting for a positive answer.
