Ice Storm - Leaning Arbovitaes

I have 12 arbovitaes that were planted in November (early) they are approximately 6' tall. After this past weeks ice storm here, three are leaning to the left at about a 30 degree angle... the root balls don't look like they are exposed but the trees have not straightend up since the ice melted.

My question is - what should I do with them now - wait until spring when the ground is no longer frozen - is there some treatment for the roots to protect them... or, do i try to dig up the frozen ground and replant them...

As i said, they were only in the ground for about 1 1/2 months before the storm so they really had not rooted yet...
