Pygmy Date Palm - How to Prune the Dead Stuff?

My neighbor has a few pygmy date palms that gets hit by the Jacksonville freezes every year. They are still all alive - that is easy to see - but most of the fronds are brown. A few of the fronds - the lower ones and the ones next to the house - are half green and half brown. How should they be pruned? Should he cut off the entire frond? On the ones that are half green/half brown, should he only cut off only the brown part, leaving the green? Or go all the way to the trunk? There are no new fronds or completely green fronds on it at present. Should ALL fronds be cut off, down to the trunk?
