Trees Not Growing

I have 3 small figs that are not showing any signs of growth. They are planted 3' apart near my big black mission, which is doing well. The "twigs" are Kadota, Walker, and Brown Turkey. They have been in the ground for 2 1/2 years and are no more than 18" tall with few leaves. I use only organic fertilizers and supplements and the trees are mulched every year and watered with drip irrigation. I get 3-4 leaves, a couple tiny fruits, which I remove, but what I want is growth. They are planted in a long row of about 20 young trees of various kinds, mostly stone fruits. They are all on a small hillside with good drainage in the typical decomposed granite of the area. I expected vigorous growth here in San Diego's Mediterranean climate. Am I expecting too much from these little trees or is there anything I can do to give them a boost? Thanks!
