What is damaging my arborvitae?

I noticed, a few days ago, pieces of the arborvitae laying on the ground, including some bird nests. When I looked up I saw the bare spot. This arborvitae, around 20-ft tall, has grown in this spot pest-free for many years. Now there is this ugly bald spot. It appears that whatever is doing this has done a little more since I first noticed this.

Does anyone know what animal could be causing this damage? At first I thought something might be trying to get at the nests, but there are no more nests and the damage continues.

Any ideas?
