Teeny mugo, Big troubles.

Started this Pinus Mugo 'Teeny' specimen as a 'junior conifer' from Klehm Songsparrow Farms in 2008. It's been doing great and put out some "huge" candles this spring.

About 3 weeks ago, some of the needles suddenly started turning brown. I thought it might be pine needle scale, so I treated it with a systemic Orthene spray and plan on using a lime sulfur spray this coming winter (if it survives).

Since the Orthene treatment, the rate of browing has slowed down, but it still seems to be deteriorating.

Any thoughts? It's sited in full sun, but we had an extremely wet/cloudy June here.
