Roses are more vulnerable to PM when their foliage isn't getting enough water from their roots, which often happens on young or transplanted roses. Keep the plant well watered though not drowning and as it settles in it may be more resistant, if it is not a cultivar prone to PM. Some are. You can spray off the foliage with water every morning, provided it is sunny/warm enough to dry in a few hours, to wash off spores. You could spray with a fungicide if you are really concerned. PM spores float through the air for miles and miles, there isn't anything you can do about that except keep your plants as strong and healthy as possible, so their natural resistance can best protect them.

I am loving all of the bouquet pics!!! I had fresh cut flowers on the tables almost constantly this "season", and I really miss them now (everything is dead here. :( I only took a few pics this year, and both my bouquets and photos were really haphazard. lol! My first are always very casual nosegays with forget-me-nots, violets, grape hyacinths, lily of the valley, etc. I pick tons of them, like this (end of season): I love the tulips and bleeding heart mix! would have to search for a close-up, though: And here's a random dahlia mix :)

Hi My Sightsaver has had a few blooms,a bit disappointing as I love the fragrance.It may be better next season having grown in a bit. Mine is only a few months old. I have had a sensational year with First Prize. I moved it into a better spot during last winter and it has doubled in height and produced fantastic blooms. I dont have any of the others you mentioned. Another beauty has been Claire rose and Blue Moon. Fionas Wish and Just Joey have also been great. Having a bit of trouble with black spot.I have to check all the time. I guesss its the weather for it. cheers

The only think I think you could do is look at planting vegetables among your bulbs, maybe consider growing up. I grow beans, peas, cukes,and melons up on a plastic mesh, this lets me grow other plants underneath as they do not compete for the same space. Cukes especially like to be trellised ( not the bush type), and pole beans are more prolific than the bush so I do not need as many plants. I grow cut flowers for market and though I am not sure your zone, tulips would be done early, lilies bloom around end of July, and when cut would allow any of these vegetables enough room to fill in the space. But the bulbs could not be dug until fall. I grow my garlic in any space I can, they grow well with lots of things, lettuce is one that comes to mind, I also tuck them in my strawberry bed and with my apple seedlings. In fact I always leave a few garlic in the ground around my rose bushes and do not dig them up in the fall. These are the first things to sprout in the spring with lots of thick green stems, I cut them for stir fry or pull them up, they are small but packed with flavor that is so welcome at that time of year. I am not sure if any of this would work for you as in a community garden I assume you would like to just till the whole thing in the spring. Good Luck.
