Help with scale!! I'm being overrun!

I have a Meyer lemon, navel orange and a pink grapefruit that are infested with scale. The trees are about 3 years old and planted in the ground. The tallest is about 4' tall. I sprayed two weeks ago with Volck oil at the recommended rate and I don't see any reduction in the scale. If anything, there is more and plenty of ants to go with them.

I don't want to spray again with oil in fear of burning the leaves in this heat. Does it usually take some time before seeing a reduction in the scale? I've also blown them off with a stiff stream of water, and that has kept them down in the past, but it seems like this must be a bumper year for them.

I would like to avoid using a pesticide, but will resort to one if other methods will not get rid of them. Any ideas on how to proceed at this point? Do I spray again with Volck oil after the heat wave is past? Is there something less lethal that I can apply? Help!
