Dwarf conifers for windy, exposed lake site

I'm trying to establish a dwarf conifer garden in my yard on Lake Ontario. The conditions are full sun, clay soil, and lots of wind year round. The garden will be 30' back from the lake and a good 15' above the high water mark.

So as not to compromise my view (or my neighbors' views), I'm hoping that someone can advise on me on columnar trees that top out below 20' and that are both wind/cold tolerant and winter burn resistant. I also have to consider snow and, possibly, deer and rabbits. I'd prefer that the trees did not bronze in the winter.

I'm also looking for a variety of shrubs that could handle the cold and wind, snow and open exposure in the same garden.

Any recommendations for hardy, wind tolerant, winter burn resistant conifers will be greatly appreciated.
