Eureka Lemon tips are yellow

My eureka lemon trees tips are turning yellow. I just fertilized with 3 tree spikes. In addition, its been raining alot and my sand (my soil is 100% sand) is wet.

From what I read that both of these can cause my problem. What is my best soultion for this. The tree is in the ground and digging it up is not an option. Should I put down a bag of black cow and build up a mound around the tree base? I was thinking that this would be bad since citrus do not like their trunks to be burried.

My other trees do not show this but all of the others were planted on mounds 12" tall. Anyway, thanks.
